Close writers, then (optionally) globally sort & rewrite FUN/VAR to keep them aligned.

• Toggle: -Dnbs.csv.finalRewrite=false to skip the rewrite during exploratory runs

• If -Dnbs.csv.top.live=false, write the final TOP file here
